“KRISIS AIR SELANGOR: SIAPA LAGI YANG AKAN DIPERSALAH OLEH AZMIN SEBELUM DIA AMBIL TANGGUNGJAWAB?”

3.9 juta pengguna air di Lembah Klang terdiri daripada isi rumah dan peniaga terkesima akibat gangguan bekalan air yang dijangka berakhir sehari sebelum perayaan Hari Natal.

Kami mengambil maklum penyelenggaraan penting di substesyen Bukit Badong sepatutnya dijalankan bermula 27 September 2016, tetapi syarikat-syarikat air di Selangor milik Kerajaan negeri memohon penyelengaraan tersebut ditangguhkan sehingga akhir tahun.

Meskipun keputusan pengangguhan dibuat dalam mesyuarat yang dihadiri oleh Suruhanjaya Perkhidmatan Air Negara (SPAN), Pengurusan Air Selangor Sdn Bhd (Air Selangor), Syarikat Pengeluaran Air Sungai Selangor Sdn Bhd (SPLASH) dan Tenaga Nasional Bhd (TNB), jelas bahawa Air Selangor dan SPLASH yang mendesak penangguhan dilakukan kerana SPAN hanya bertindak sebagai pengerusi mesyuarat dan TNB hanya menurut keputusan Air Selangor dan SPLASH sebagai pelanggan mereka.

Tambahan lagi, keputusan kerajaan negeri Selangor untuk menunggu sehingga hanya beberapa hari sebelum tarikh gangguan sebelum membuat pengumuman kepada rakyat adalah suatu tindakan yang amat membingungkan sedangkan keputusan penangguhan tarikh penyelengaraan tersebut telah dibuat pada 31 Oktober 2016.

Kemelut gangguan bekalan air terbaru ini adalah bukti terkini mengenai kegagalan tadbir urus asas oleh kerajaan negeri Selangor.

Baru-baru ini Laporan Ketua Audit Negara (LKAN) yang diterbitkan Jabatan Audit Negara menemui bahawa punca gangguan bekalan air terawat dari penutupan loji rawatan air (LRA) adalah tidak lain tidak bukan kelemahan pengurusan sumber air di oleh Lembaga Urus Air Selangor (LUAS) – sebuah badan di bawah kerajaan negeri Selangor

LKAN mendapati bahawa:

  1. a) Dari segi pelesenan bagi Lesen Kemasukan atau Pelepasan Bahan Pencemar bagi tahun 2015, hanya sebanyak 27 lesen dikeluar untuk penternakan babi di sekitar lembangan sungai sedangkan berdasarkan maklumat yang diterima daripada Jabatan Veterinar terdapat 132 penternak babi dan ini menunjukkan hanya lebih kurang 20% penternak babi dilesenkan dan selebihnya penternak yang tidak berlesen. Ini bermakna kerajaan negeri sama ada tidak tahu atau tidak kisah bahawa 80% penternak babi di negeri Selangor beroperasi secara haram.
  1. b) LUAS tidak mempunyai rekod bilangan sebenar pemilik atau industri yang perlu dilesenkan seraya membuktikan kerajaan negeri Selangor sama ada tidak tahu fakta asas atau mempunyai kepentingan tertentu.

Disamping itu jangan kita lupa kegagalan induk kerajaan negeri Selangor yang menjadi asas kepada krisis air 8 tahun ini – yakni kegagalan memuktamadkan penstrukturan semula industri air di Selangor menyebabkan pembayar cukai kerugian berbillion Ringgit apabila Azmin menawarkan 10 kali ganda jumlah tawaran untuk pembelian ekuiti SPLASH berbanding tawaran Khalid Ibrahim sebelum ini.

Sehingga hari ini, Azmin dan kerajaan negeri masih gagal menangani isu-isu yang dibangkitkan Ketua Audit Negara. Sementara itu, proses pengambilalihan SPLASH yang menimbulkan tanda tanya masih tidak terjawab, meskipun Tan Sri Noh Omar dan ADUN-ADUN BN telah mengemukakan persoalan dalam sidang DUN baru-baru ini.

Ia seolah-olah Azmin begitu bongkak merasakan dirinya tidak perlu menjawab persoalan serius mengenai kemampuan dan integriti Kerajaan yang dipimpininya. Sebaliknya jika kita baca laporan media sahaja, dia memilih untuk menyalahkan BN, TNB, syarikat air, Jabatan Alam Sekitar, SPAN, rakyat Selangor, cuaca dan apa atau sesiapa sahaja yang sempat selain dirinya sendiri. Agaknya siapa yang akan dipersalah jika kerajaan negerinya tumbang sewaktu PRU 14 kelak.

“SELANGOR WATER WOES: WHO ELSE IS AZMIN GOING TO BLAME BEFORE HE TAKES RESPONSIBILITY”

3.9 million water consumers comprising households and businesses in Klang Valley are affected by the current water supply disruption which is forecasted to end only a day before Christmas eve. It seems the only steady flow we are getting is that of errors and mismanagement from an arrogant state government who thinks it can hoodwink the public into blaming other parties.

Note that the urgent maintenance at the Bukit Badong substation was supposed to start on September 27, but it was the Selangor water companies who requested to push the maintenance date towards the end of the year.

Although the decision to postpone the maintenance date was made in a meeting between the National Water Services Commission (SPAN), Pengurusan Air Selangor Sdn Bhd (Air Selangor), Syarikat Pengeluaran Air Sungai Selangor Sdn Bhd (SPLASH) and Tenaga Nasional Bhd (TNB), it is clear that Air Selangor and SPLASH were the ones who insisted on the postponement as SPAN was only chairing the meeting and TNB was only granting its clients’ request.

It’s also perplexing that Selangor State Government decided to inform the consumers regarding the water supply disruption only a few days before it was to happen despite forcing the decision as early as 31 October 2016.

This water supply disruption fiasco is only the latest proof that the Pakatan coalition government is an incompetent bunch unfit for office.

Recall that last month, the Auditor-General report published by the Audit Department found that that the disruption of the supply of treated water from water treatment plants (WTP), which had to be closed was because of weaknesses in management of Selangor Water Management Authority (LUAS) that is a body under the Selangor state government.

The A-G Report findings revealed that:

  1. a) In terms of licensing under the License Admission or Discharge of Pollutants for 2015, only a total of 27 licenses were issued for pig farming around the river basin. But based on the information received from the Department of Veterinary, there are in fact 132 pig farms meaning that only about 20% of pig farmers are licensed and the rest are unlicensed breeders. Either the state government doesn’t know about these farms or doesn’t care. Take your pick.
  2. b) LUAS has no records of total actual owners and industries that need to be licensed which shows a serious weaknesses in Selangor State Government’s management. Either the state government doesn’t know about these businesses that impact the water supply or someone is pocketing for favours.

Nor should we forget the chief failure of Selangor State Government underpinning the whole 8-year long fiasco, which is the continued failure to complete the restructuring of the water industry in Selangor in time or within budget – costing the taxpayers billions of Ringgit as Azmin offered to buy SPLASH remaining equity for 10 times bigger than the previous offer made by Khalid Ibrahim.

To date, Azmin and the state government have yet to address any of these issues raised by the Auditor-General. Neither have Azmin or his colleagues given a response to explain the extra billions he wants to pay for the SPLASH takeover process, despite being peppered with questions from all parties including by Tan Sri Noh Omar and BN representatives during the recent state assembly session.

Azmin has chosen to be so arrogant to think he can continually get away with not engaging these questions about incompetencies and wanton disregard for basic welfare, choosing instead to blame BN, TNB, the water companies, the weather, the Department of Environment, SPAN, the people of Selangor and practically anything or anyone but his own government. One wonders what bogeyman he will concoct if he loses the state in GE14.
